Dr. Louis L. Fletcher is the District Coordinator of Cultural Capacity for Falcon School District 49 in Peyton, Colorado. He is the chief compliance officer and liaison for the district’s interactions with the United States Department of Justice, he is in charge of the district’s Enrollment Office to ensure that entry point to the district is accommodating and inclusive, and he develops curriculum to train the district’s leadership, teachers, paraprofessionals, other support staff, and students.
Formerly he was the Chief Administrative Officer (CAO) of Webster University’s Denver Metro Campus, cohorts, and all affiliated online learners. He was charged with implementing programs and policies that meet the overall goals and objectives of Webster University. Prior to Webster University he was Chief Administrative Officer (CAO) for Troy University’s Western Region, responsible for maintaining academic quality, world-class student support services, financial viability, and continued growth of programs offered at 10 campuses distributed across the western US and Northeast Asia.
Dr. Fletcher continues to teach Post-Secondary Education courses for Troy University’s College of Education and graduate level Space Operations Management courses in Webster University’s School of Business and Technology. Dr. Fletcher also spent 20 years as an officer in the United States Air Force and his final assignment was as the founding dean of the Advanced Space Operations School in Colorado Springs. His current research focuses on community college success and advocacy, first generation student success in higher education, facilitating the productive transition of diverse populations into higher education, and methodologies for facilitating educational environments based on respect and civility with the goal of increased cultural capacity.
Dr. Fletcher’s keen interest in education and advocacy for the learner is apparent in his culturally responsive teaching style. He fosters an environment where learners allow their experience become part of the instruction. He truly believes learners are self-directed, goal-oriented, relevancy-oriented, practical, full of life experience, and need to be respected to achieve the greatest learning outcomes.
